Medicare and health insurance marketing, planned around enrollment.
Paid search, social, CTV and print for health plans and insurers, built around enrollment windows, CMS marketing rules and the numbers that matter: leads, applications and enrollments.
We run media for every line of a health plan.
Our team runs multi-year programs for health insurers across Medicare, Medicaid, individual and group lines at the same time. Each line has its own audience, calendar and rules, so each one gets its own plan, budget and reporting.

Demand follows the calendar. So does our budget.
Most Medicare enrollments happen in a few weeks each fall, while Med Supp, turning-65 and special enrollment demand runs all year. We set budgets by week, move spend toward the windows that convert, and have tracking and creative approved before each window opens.
After each season we tie spend to applications and enrollments, not just leads, so the next plan starts from what actually worked.
Health insurance ads have rules. We plan around them.
Google requires U.S. health insurance advertisers to be certified before ads can run. Meta limits how health advertisers can target and optimize. And CMS rules cover what Medicare ads can say, the disclaimers third-party marketers need and when marketing can start.
We set up certification, write copy your compliance team can approve, and build tracking that measures enrollments without sending sensitive information to the ad platforms.

We look at the whole picture.
Every health plan program includes the work around the media: call and lead tracking the platforms can learn from, a review of what happens after the click, and reporting that ties spend back to applications and enrollments by line of business.
Common questions.
What kinds of health insurance plans does LOR Media market?
We run paid media for Medicare Advantage and Part D, dual-eligible (DSNP) plans, Medicare Supplement, individual and family (ACA) plans, small group and employer plans, Medicaid, and plans for state and federal employees.
Do Medicare and health insurance ads need Google certification?
Yes. In the U.S., Google requires health insurance advertisers, including Medicare Advantage, Medigap and Medicaid, to be certified through G2 and then Google before ads can serve. Government advertisers are pre-approved, and dental, vision and travel insurance ads are not restricted.
What changed in the CMS Medicare marketing rules for 2027?
For marketing that started October 1, 2026, CMS removed SHIPs from the TPMO disclaimer, requires the disclaimer to be given before benefits are discussed on a call instead of within the first minute, and no longer requires supporting documents for superlatives like "best" up front, though plans must still provide them if CMS asks. Your compliance team should review all creative.
Can Medicare plans run Meta ads?
Yes, but Meta treats many health insurers as health and wellness advertisers. That can limit which conversion events you can optimize to, and Meta flags custom audiences and conversions that suggest a health condition. We plan Meta around what your account is allowed to do and lean on search, CTV and mail where they work better.
